Michael Walsh

Michael J. Walsh was a co-founder of Delphi Midstream Partners, LLC, an investment partnership with American Securities to make investments and acquisitions in the midstream energy sector. With his partner, Tom Karam, Michael led Delphi's acquisitions of a gathering system in the Barnett Shale and Laser Northeast Gathering Company. Michael served as Laser's interim Chief Financial Officer and SVP of Commercial and Corporate Development until the sale of Laser to Williams Partners in February 2012.

Prior to founding Delphi, Michael was a founding member of Highstar Capital, a family of infrastructure focused private equity funds which currently manages over $4.7 billion investor commitments. While at Highstar, he led the midstream energy investment strategy, including the acquisitions and sales of Southern Star Central Gas Pipeline and Stagecoach Gas Storage. Michael served as CEO of Southern Star Central during the first 14 months of Highstar's ownership, during which he led the transition efforts from the prior owner and commenced a regulatory filing which increased EBITDA by over 20%. In addition, Michael served as director on Highstar's portfolio companies in power generation, waste management, and logistics technology. While at Highstar he led and closed 12 transactions representing over $1.3 billion of equity.

Michael holds an MBA from the University of Chicago Graduate School of Business and a BA in Economics and Finance from the University of Illinois.

Dale Harper

Dale recently served as Senior Vice President of Engineering for Laser Midstream where he is responsible for the design and operation of the pipeline systems. Dale has over 25 years of experience in the petroleum chain from operating petrochemical plants, to risk-management.

In the first Laser company, he oversaw the acquisition of assets and optimization of the operation to realize a five-fold multiple on equity upon exit. In the subsequent Laser company, Dale was responsible for the design of the pipeline and compressor stations for the Susquehanna Pipeline and managed the construction of the station in New York.

Dale began his career at Amoco Chemical as a process engineer in various chemical plants throughout Texas and Illinois being promoted to plant manager. He also worked for Exxon USA negotiating supply agreements for the refinery and chemical plants worth $120 MM/yr. He then joined Nuevo Energy as Director of Marketing and Risk and worked on the team to merge with Plain Exploration and Production.

Dale has a BS in Chemical Engineering from Texas Tech and an MBA from Olivet Nazarene University, Kankakee, IL.

Mark Fuqua, PE

Mark was one of the original founders of Laser Midstream Energy and was the Vice President of Business Development of Laser Northeast Gathering Company. Mark oversaw Laser's business development and was tasked with identifying and effectuating business opportunities and acquisitions. Laser owned 3,200 miles of pipelines and was building approximately 40 miles of 16 inch pipeline and laterals in the Marcellus Shale in Northeast Pennsylvania prior to selling the Northeast Pennsylvania asset to Delphi Midstream in 2010.

Prior to joining Laser, Mark owned Gulf Shore Energy, LLC. Gulf Shore helped develop a biodiesel project on the Houston Ship Channel and was instrumental in negotiating and selling the project to Green Earth Fuels and Goldman Sachs. Between 2002-2005, Mark was a partner in Multifuels Energy Asset Group, LLC, a company whose strategy was to acquire midstream assets. Mark was responsible for the acquisition of over 300 miles of active pipelines and managed Multifuels until the company sold their assets to Genesis Energy in 2005.

In 1996, Mark joined Midcoast Energy Resources as one of the original members of Midcoast and was President of Midcoast Marketing Inc. He was also a member of the executive management team at Midcoast Energy Resources, during which time the company grew to over 300 employees and to over $600 million in assets until the sale to Enbridge in 2002.

Mark holds a Bachelor of Science in Natural Gas Engineering from Texas A&M University and is a registered Professional Engineer in the State of Texas. He is also President of the Treasure Island Municipal Utility District, Chairman of the Brazoria County Beach Restoration Task Force, Member of the Texas A&M University-Kingsville Dotterweich Chair Advisory Board, and a Member of Texas A&M University-Kingsville College of Engineering Advisory Council.
